WHAT "Ethics training" is, in fact, CONFLICT OF INTEREST
training
- for all in designated positions required to file Form 700
- completion of the training will be an integral part of filing the Form
- training to be ongoing; designated positions required to complete the
training every two years
Covers the Conflict of Interest laws that apply to CSU
- Political Reform Act of 1974
- Conflicts in Contracts and Common Law Conflicts of Interest
- Common Law Incompatibility of Office
- Public Officials Code of Ethics
- Private Gain from Nonpublic Information
- Incompatible Activities
WHO Bruce Richardson is the subject-matter
expert/working with Jackie McClain and Lynne Hellmer.
Training design, content, and launch is responsibility of Systemwide
Professional Development; the maintenance of the ongoing system and
procedures lies with Cathy Robinson's area-specifically with Pam Chapin.
Vendor is The Educational Coalition (San Clemente)
HOW
- Training will be conducted on-line on Windows-based computers-requires
high-speed web access and a sound card.
- Training for designated positions only whose names will be maintained
by outside vendor with password protected access.
- Campus filing officers will have "read only" access to their campus.
- Chancellor's office will have "read only" access to all campuses.
- Four (4) 30-minute sequential modules with integrated pop-up quizzes.
- Web links for additional information, printable reference documents,
and/or access to subject matter expertise.
- Automated e-mail reminders.
- Upon successful completion of all modules and quizzes, trainee will
print a customized COMPLETION CERTIFICATE.
- Certificate submitted to the Filing Officer with the Form 700.
- All documentation is maintained by outside vendor.
Learning Content Video based with PowerPoint and enacted scenarios.
WHEN
Chancellor's Office to pilot the training in December 2003.
Provide overview training session for campus program mgrs in mid-January
Systemwide training to begin in late January 2004.
Filers will complete the training by April 1, in time to file their
Statement of Economic Interests. |
